If the difficulty of complying with special education timelines and requirements weren’t enough, federal and California laws also privilege parent’s participation in the IEP process, sometimes to the detriment of students’ educational interests. How can educators appropriately serve students if parents withhold consent at the many compliance steps along the way? Although intended to promote collaboration and cooperation, the obligation to facilitate parent participation can leave parents holding all the cards. This presentation will discuss how to navigate the compliance conundrum that results when parents refuse to come to the table; best practices for completing the FAPE offer or moving forward without parent consent; and tips for promoting and facilitating collaborative decision making between educators and parents.
