A short 10 years ago, “school refusal” was barely spoken as a FAPE issue. The causes of school refusal are diffused, but related to disruption of family systems and to social media. Does the FAPE duty extend to ensuring adequate parenting? Is it the district’s obligation to fill family system voids? Where does the district’s obligation end? This presentation will consider supports for students who refuse to attend school; best practices in encouraging productive relationships with parents of affected students, and the staff members who serve them; and the inescapably uncomfortable intrusion of the FAPE obligation into homes and parenting.
